Dylan Kezele is the Policy Manager for the Solar Energy Manufacturers for America (SEMA) Coalition, where he helps navigate federal energy, environmental, tax, and trade policy issues. Concurrently, he also serves as a Policy Manager at Mission Strategies.

Dylan’s work spans the public, private, and nonprofit sectors, with a strong focus on the legislative process and the intersection of clean energy, advanced manufacturing, and environmental policy. He also brings hands-on experience in the federal appropriations process and agricultural policy, informing a comprehensive approach to long-term clean energy policymaking that reflects both economic and environmental priorities.

Prior to joining Mission, Dylan worked at Boundary Stone Partners on the Advanced Manufacturing & Supply Chains team, supporting clients in the solar, battery, and critical minerals industries with policy and regulatory matters. His earlier experience includes legislative and advocacy roles with the Climate Action Campaign US, Monument Advocacy, and on Capitol Hill for Congressman Matt Cartwright (PA-08), as well as at the U.S. Environmental Protection Agency. Across these roles, he worked to advance and defend key energy, climate, and agricultural policies and programs.

Dylan holds a Master of Public Policy with a concentration in environmental and climate policy from the Schar School of Policy and Government at George Mason University and a Bachelor’s degree in Environmental Science and Political Science from Elizabethtown College.
