Olivia Folger is the Director of Policy and External Engagement for the SEMA Coalition. Concurrently, Olivia serves as a Senior Director at Mission Strategies. Previously, Olivia was a Director at Boundary Stone Partners, where she supported the Advanced Manufacturing and Supply Chains team. In this role, Olivia worked with clients in the solar, battery, and critical mineral space to secure federal funding and achieve policy outcomes, establishing relationships with key stakeholders across the administration and in Congress.
Before BSP, Olivia was the Government Relations Manager at a Series B lithium-ion battery technology startup. In her role, she managed all local, state, and federal government affairs to increase support for the commercialization of the company’s technology. Additionally, Olivia established regional workforce development initiatives and assisted with marketing, business development, and investor relations efforts. Olivia also served as an AmeriCorps VISTA at the St. Bernard Economic Development Foundation, establishing a regional workforce development coalition and expanding funding and programming to support workforce training, business growth, and infrastructure development in Louisiana.
Olivia holds a bachelor’s degree in Leadership Studies and International Development from the University of Richmond. She is currently pursuing a Masters in International Economic Policy from the Elliot School of International Affairs at George Washington University.
