SEMA Coalition’s Statement on Commerce, CBP Action on Solar Stockpiling

The SEMA Coalition Applauds the U.S. Dept. of Commerce and U.S. Customs and Border Protection’s Actions to Stop Solar Stockpiling

“The SEMA Coalition applauds Commerce and CBP’s efforts to deter the stockpiling of solar products ahead of the December effective date for its Section 232 action on polysilicon. There has been evidence of stockpiling since the proclamation was issued. Today's action signals that Commerce intends to strictly police these practices by evaluating imports against historical levels over the past year and preventing “fly-by-night importers” from establishing operations solely to stockpile products. 

SEMA Coalition members are moving quickly to expand U.S. manufacturing operations, including in upstream segments of the supply chain such as cell production. We urge Commerce to continue engaging with the companies at the forefront of this expansion and to expeditiously consider targeted waivers (Section IV) for SEMA Coalition members during this period, ensuring that these measures support continued efforts to onshore the solar supply chain.”
