The Solar Energy Manufacturers for America (SEMA) Coalition appreciates the opportunity to comment. We urge USTR to continue the July 6, 2018, action and August 23, 2018, action on solar imports as modified. SEMA recommends the continuation of the 50 percent tariffs on imports from China of solar modules (8541.43), cells (8541.42) (2024 Four-Year Review), wafers (3818.00), and polysilicon (2804.61) (List 3), as well as the tariff levels in Federal Register notices 89 FR 46948 and 89 FR 76581. SEMA Coalition members have benefited from these actions. We look forward to commenting in greater detail during the second phase of this investigation.

The SEMA Coalition is a diverse group of solar manufacturers united to rebuild the American solar supply chain. We represent the interests of the major non-Chinese solar manufacturers who are building or looking to build strategic solar components across the value chain in the United States. Our coalition advocates for a suite of policies to build a secure and competitive U.S. solar supply chain to meet our current and future energy demand while creating good-paying manufacturing jobs and protecting our national security.
